A lower shell figure can be the correct purchase when the buyer already holds foundation, electrical, and set contracts. It is the wrong comparison when the other sheet includes those trades. The desk asks each respondent to tag every line as included, excluded, optional, or substituted.
Design live load and design dead load belong on both sheets. So do wind speed and ground snow load. If one supplier assumes 20 psf roof snow and another assumes 40 psf, the steel weight is not a like-for-like saving. Record the assumption instead of averaging the prices.

What should stay out of the total?
Land, impact fees, utility tap fees, and furniture are usually outside the building quotation. Leaving them inside one lump sum makes the factory number impossible to audit.

Send the use, the dimensions, the loads you already know, the jurisdiction, the quantity, and the destination. Missing load data can be marked unknown. It should not be invented to make two sheets look tidy.
